Key learning points from the study include establishing the appropriate governance arrangements for public sector projects and programme management, while looking at the effectiveness of public policy outputs in addressing social justice expectations in respect to the transformational agenda of the State.

However, despite SI’s benefits, its use by South African municipalities in local government spheres remains latent amidst challenges of quality and sustainable service delivery to citizens. This study has shown that a social assistance policy programme in the context of widespread and deep-rooted poverty can achieve the measurable success criteria of its ultimate poverty alleviating goals. However, the sustainability of such a programme depends on the continued improvement of antecedent factors.
The purpose of this paper is to display a selected evaluation case in order to illustrate the challenges faced by the municipality as a result of this change, and to share the lessons learned during this process. It will become obvious that a guided change management process is needed for the implementation of monitoring and evaluation units in order to generate an understanding of the purpose of monitoring and evaluation as a strategic tool rather than control mechanism, as well as to establish transparent decision-making processes.
The selected case chronology revealed that four different courts considered this case with different interpretations of the facts and the circumstances. This study shows that although the implementation of employment equity measures occurs within a legal framework outlining the various required criteria, the final decision is of a discretionary nature within a framework of constitutional values and principles.
The purpose of this case study is to understand the conceptual issues facing local government, with a focus on financial governance. The authors therefore measure the efficiency of financial governance in a municipal context. This downward trend is evidence of weaknesses and warrants attention in addressing the anomalies in matters of financial governance and accountability in local government. Local government provides a range of services to consumers and communities funded from National and Provincial Government allocations, and from revenue that is predominantly generated through property rates and user-paid services.
The study confirmed that although complex public policy processes may be guided by strong, over-arching problems, goals and diverse rational policy actors, political power and dynamics ultimately determine the direction of policy renewal and policy implementation.
The key issue to be addressed in this study is how democratic governance and development can be improved. The theoretical foundations in this study relate to the subsidiarity principle, which is employed here to explain the deployment of functions and responsibilities for effective democratic governance at the local level.
