The aim of the case study is to examine supervisors’ training and ability, and their role in influencing EH&WPs for enhanced service delivery. The case study focuses on the public service mandates that govern the management of employees’ performance and a focus on EH&WPs. Furthermore, supervisors’ knowledge, skills and perceptions in utilising the EH&WP as a performance management tool was explored in this study, currently seen as a major gap and challenge in the KwaZulu-Natal Province as a specific case study.

This study has shown that a social assistance policy programme in the context of widespread and deep-rooted poverty can achieve the measurable success criteria of its ultimate poverty alleviating goals. However, the sustainability of such a programme depends on the continued improvement of antecedent factors. These include administrative implementation, eligibility criteria and targeting, as well as the success of other targeted programmes within the same and related policy regimes, sustained affordability and continued political support.

This case study, therefore, investigates how citizen participation underpins SI during service delivery by Mangaung Municipal Municipality. A qualitative research design, combined with a case study approach, was used to explore this phenomenon about which little is known and which requires a holistic understanding of how it is used.
